The Wayne County Office of the Sheriff’s Welfare Fraud Unit, in conjunction with the Wayne County Department of Social Services, reported the arrest on Wednesday (3/28) at 10 a.m. of Joseph A. Praino, age 35, of 107 Market Street in the Village of Palmyra.
An investigation was initiated after it was discovered that an EBT card belonging to a deceased client was still active and being used.
It was then determined after reviewing convenience store cameras that Praino had gained possession of the EBT card and was able to make multiple purchases. As a result Praino was able to obtain $437.38 worth of food stamps and cash assistance he should have never received.
Praino was subsequently charged with Welfare Fraud in the 5th degree, Misuse of Food Stamps, Identity Theft in the 3rd degree and Petit Larceny. He was issued an appearance ticket and is scheduled to appear in the Town of Lyons Court on a later date.
