County Economic Development & Planning 2019 Budget Review - October 5, 2018

Present: Supervisors Spickerman, Pagano, Groat, Miller, Manktelow, Crane, County Administrator Rick House, Fiscal Assistant Ken Blake, Economic Development & Planning Director Brian Pincelli, Tourism Director Christine Worth and Cornell Cooperative Extension representatives.  Supervisor Robusto was not present for the meeting.

A5632 Bus Operations: No changes.  $38,378 budgeted for 2019 as in previous years.

A6410 Publicity: Mrs. Worth noted that there are no significant changes in this budget.  She did mention there may be a retirement in the future, but no dates have been discussed.  Regular expenses are the same.  County cost $257,615 (11% decrease) Revenues $8600.00, Personal Services $147,764, Equipment $0.00, Contractual Expenses $70,003, Fringe Benefits $48,448.00.

A6411 Matching Funds: Mrs. Worth explained the State grant may decrease, this is estimated at $77,000.  No new projects, the Department continues to run year to year projects, expenses are up a little because the grant allows the Department to do more.  The County will only pay the amount the Matching Funds grant is received for.

A8754 Cornell Cooperative Extension: An increase request of $9,053.00 to the already funded $461,733 was discussed.  This increase will be used to offset a $3,200 salary deficit in the 4-H program (they have been using reserves over the last several years).  In addition there is a request in $5,853 for a 2% salary increase for staff.  Last year there was a 1.75% increase in salary.  No salary increase in 1.5 years prior to last year’s increase.  Committee members agreed on the $9,053.00 increase.  Health insurance costs are part of the allocation from Cornell.  Mr. Manktelow noted that funds allocated to CCE are very well spent and is a huge impact for the entire County.

A8020 Economic Development & Planning: The only significant change in the budget is the way salaries are budgeted due to the restructure of appropriations for Economic Development.  County Cost: $566,367 (+1.76%), Revenues -$70,500 (-73%), Personal Services $299,752 (-32%) Equipment $24,000 (+100% for budgeted motor vehicle purchase), Contractual Services $186,929 (-2.76%) Fringe Benefits $126,186 (-33%).

A6326 Economic Development Administration: County Appropriation $300,000 (-49%) 2018 budget $595,607.

A8020 Regional Planning Council:  This is a dues line and has remained the same amount for several years at $9,970.00.

A8720 Fish and Game: $1,877 is budgeted as it has been for the past several years.

  

A8752 Palmyra Ag Union Society:  An increase of 65% to this budget was discussed.  It was noted that these funds cover ribbons and award ceremony costs for the 4-H members.  The Committee agreed to increase the budget in the amount of $235 to $5,500 for 2019.

Budgets, as presented, were approved by the Committee except where noted.

The meeting adjourned at 10:17 a.m.  The next meeting of the Economic Development /Planning Committee is scheduled for Wednesday, November 7th, 2018 @ 10:00 a.m.
