County Public Works Committee - Wednesday, Oct. 3, 2018

Present:  Supervisors Miller, Kolczynski, Spickerman, Baldridge, Verno, Jacobs, Groat and LeRoy, County Administrator Rick House, Public Works Superintendent Kevin Rooney and Deputy Superintendent Scott Kolczynski.

Minutes from the September 5th Committee meeting were approved as written.

The monthly activities report for the Weights and Measures Office was distributed with the agenda.  Mr. Molisani visited 45 establishments, tested over 120 devices, conducted 11 re-checks and collected 16 gasoline and 3 diesel fuel samples in September. 

A program update for the Soil and Water Conservation District Office was distributed with the agenda.  The County’s agricultural drainage program will continue, weather permitting.  Orders will continue to be taken for the Fall Fish Sale through October 9th.  Maintenance work is complete on the Sodus Creek Stream Coordinator from 104 to Miner Road and on the Lower Ganargua Creek Stream.  Drainage maintenance is complete on Salter Road in the Town of Rose. 

The following transmittals were presented for the Public Works Department:

--Authorization for the Chairman of the Board to sign an agreement with Roadtek LLC for driveway installation at 6441 Joy Road in Sodus for a price of $9,932.  The new driveway is needed as a result of a sight distance improvement project that was performed at this location at a significantly lower cost than a road reconstruction project.  Approved 5-0.

--Authorization for the Chairman of the Board to sign a supplemental agreement with the York State Department of Transportation for reimbursement on the Arcadia Zurich Road Bridge Rehabilitation Project.  This project has been paid for with Federal, Marchiselli and local funds.  The supplemental agreement is needed due to a change in scope of the project that will add an additional $143,500 to the project.  Approved 5-0.

--Authorization to dispose of one propane generator through auction.  Approved 5-0.

--Authorization for the Chairman of the Board to sign an agreement with Modern Masonry for the installation of concrete floor for the Wayne County Weights and Measures storage building for a price of $4,500.  Approved 5-0.

--Authorization to grant an easement to Bruce and Theresa May of 3177 Jagger Road in the Town of Palmyra.  There is railroad property that crosses their property line and they would like access to this area.  Their access will not limit future use of the property. Mr. Miller questioned if this easement was for the property owners or on the property.  County Attorney Dan Connors came into the meeting stating this easement is on the property and will allow the owners of the property not to make any improvements on the land involved in the easement.   Approved 5-0.

A letter from the Lakeview Property Owners Association was attached to the agenda for the Committee’s input.  The letter requests County staff clean and groom the Sodus Point waterway from 3rd to 8th Street along the beach front.  At this time the County only cleans beach frontage to 3rd Street, as that is as far as the County owns.  The Association said they would obtain required easements from property owners to allow for this action they believe would benefit the entire County.  Mr. Rooney stated this request is made on an annual bases.  He is concerned if the area is cleaned it will result in beach goers going into the area.  Mr. LeRoy said this should not be done, noting other requests these property owners have made in regard to boats and beach traffic.  Mr. Rooney said he has told this group of homeowners if they do a neighborhood pick up the County and Village would coordinate the pick up their piles of debris if brought to the end of the streets.  It was agreed that the grooming of the beach would not extend past 3rd street. It was also agreed a sign would be put in place marking the area where County land ends and private land begins at that end of the beach.

Scott Kolczynski informed Supervisors the elevator at the Court House did not pass a recent inspection and was in need of $12,000 in repairs.  One boiler at the Health Services Building was leaking and in need of repair at a cost of $14,000. 

Photos of the new playground installed in the Town of Williamson through a grant were shown to members.  Construction of the area was done without power tools by volunteers. The projects main contributors were Keurig Dr. Pepper Group and Kaboom, along with many local businesses.   

The meeting adjourned at 9:00: a.m.  The next meeting of the Public Work Committee is scheduled for Tuesday, October 23rd for Budget Review.
