Deputy Supervisor Mike Bixby opened the meeting with the Pledge of Allegiance. The meeting was held at the Town Complex with social distance protocols in place. All Board Members were present except Supervisor Verno.
At 7:00 PM a Public Hearing was opened to hear comments for or against Local Law No. 1-2020, entitled “Real Property Tax Levy Limit ” in the Town of Williamson. There were no public comments, and the Public Hearing was closed. Copies of the proposed Local Law are available in the Town Clerk’s Office.
At 7:15 PM a Public Hearing was opened for residents to be heard in favor of or against any item or items therein contained in the Preliminary Budget as compiled. There were no public comments, and the Public Hearing was closed.
At 7:30 PM a Public Hearing was opened to hear resident comments and questions with respect to the Regional Water Storage Tank that Williamson will be participating in. There were no public comments, and the Public Hearing was closed.
A motion was approved to accept the Consent Agenda which included approval of the minutes of the September 8, 2020 Regular Meeting, the September 2020 Town Clerk’s Report, the August and September 2020 Town Supervisor’s Report, Monthly Departmental Reports and Budget Transfers.
The Town Supervisor was authorized to sign a snow removal agreement with the Williamson Business District for the 2020-2021 season at a cost of $95.00/trip, which is the same as last season; a snow removal agreement with Wayne Technical Career Center allowing them to purchase salt from the Town of Williamson to enable them to salt the school driveways and parking lots for the 2020-2021 season; an agreement with Wayne County for snow and ice removal from County roads in Williamson for the 2020-2021 season and a snow removal agreement with the Williamson Central School District for snow removal from the sidewalk between the four corners of William-son to the High School for the 2020-2021 season at a cost of $100.00/trip which is the same as last year.
A waiver for the 30-day notification requirement regarding a liquor license application to the NYS Liquor Authority for “The Pizza Stop Pultneyville, LLC” was approved by the Board.
Town Clerk Suzanne Brennessel was authorized to advertise in the Times of Wayne County for quotes to clean the Town Hall and Court Facilities. The advertisement will appear the weeks of October 18, 2020 and November 1, 2020 and quotes will be accepted until November 26, 2020 at 4:00 PM.
She was also authorized to advertise for an upcoming opening on the Park Committee which will be a 3-year term beginning January 1, 2020 and ending December 31, 2023. The advertisement will appear in the Times of Wayne County the week of October 18, 2020 with applications accepted until November 27, 2020 at 4:00 PM. In addition, an advertisement for the upcoming opening on the Zoning Board of Appeals will appear in the Times of Wayne County the week of October 18, 2020 with applications accepted until November 27, 2020 at 4:00 PM.
The Board resolved to accept the resignation of Williamson Board of Trustees member Patrick Wright and appoint J. Caleb Atwater to serve the remainder of his term which will end on May 31, 2025. A motion was accepted to accept the resignation of Scott Flora, a member of the Town Highway Department effective October 6, 2020.
It was resolved to authorize the Williamson Town Justice to apply for a JCAP (Justice Court As sistance Program) grant for the NYS fiscal year ending March 31, 2020.
The bills were paid as audited. There was no Executive Session and the meeting adjourned at 7:36 PM.
